The Digital Communications Specialist is a highly collaborative results-oriented subject matter expert who coordinates internal and external communications for the City of Portsmouth including both routine and emergency content. This position supports all communication efforts for the City and its myriad departments boards and commissions by identifying best practices to be used across the organization working with both internal and external liaisons planning and implementing communication projects and programs designed to create and maintain a favorable image for the City with an emphasis on two-way communication promoting the City brand and building awareness of services offered by the City of Portsmouth brand for residents businesses and visitors alike. This position will deliver and communicate complex digital communications strategies concepts and outcomes.
Essential Duties And Responsibilities

- Research and develop content for the City of Portsmouth's media platforms.
- Work with departmental content providers to coordinate website content; ensuring accessibility; accuracy; relevancy and consistency.
- Research opportunities to streamline and enhance web presence and digital services to citizens.
- Research and present recommendations for new communication methods and opportunities; including social media; apps and software; understanding key performance indicators and defining them specifically for social media.
- Coordinate content across all media platforms to ensure a consistent message to the various constituencies that corresponds with the brand and mission of the City.
- Track; analyze and provide regular reports on the effectiveness of digital campaigns; utilizing best practices to further boost performance against stated goals by department as well as City-wide.
- Assist the Public Information Officer in developing and implementing content for media outreach.
- Create an internal style handbook for all staff engaged in communication and engaging audiences to offer best practices and consistency for the organization; to include print; email; web; video and social media.
- Monitor E-line content and help develop a variety of methods to communicate with employees.
- Participate in the research and development for video concepts; new trends; and ways to present information.
- Develop and produce live audio and video content.
- Research opportunities to improve employee communication and engagement efforts.
- Assist with public messaging; including speeches; talking points and editing for City leadership.
- Assist with photo and video shoots and requests as needed; including City events; facilities; staff and elected officials and as necessary.
- Create; maintain and archive the photo catalog of the City.
- Perform other duties as assigned by the supervisor.
Minimum Required Qualifications
Bachelor's Degree from an accredited college or university in communications; public relations or a related field. Two years' experience in communications or any equivalent combination of training and experience which provides the required knowledge; skills; abilities and competencies. Proven experience with media platforms including Sprout Social; as well as experience using Google Analytics; CMS System (Drupal/WordPress); Mail Chimp and more preferred. A portfolio of work available for review will be requested.
